  SANE/FREEZE WEEKLY LEGISLATIVE REPORT--Week of October 23, 1989
     
The Weekly Legislative Report is updated on the second business day
of each week by the SANE/FREEZE:  Campaign for Global Security
Legislative Department.  This report is based on the political
objectives adopted by the SANE/FREEZE National Congress.  Please

                               UPDATE
     
        **Current status and messages for ongoing lobbying**
     
DEAL IN THE MAKING
     
Conferees may reach a "deal" on the FY 90 Defense Authorization
bill soon.  What is known is the following:
     
*Star Wars:  A cut in funding to about $3.75 billion.
*MX and Midgetman:  Disagreement on funding level for MX Rail
 Garrison and Midgetman. The House is insisting on a cut in funds.
 The deal may include a cap of 50 MX missiles.
*B-2 Stealth Bomber:  May agree to buy 2 aircraft in FY 90 and 3 or
 4 aircraft in FY 91. It is not known what restrictions on the
 program will be adopted.
*Other issues:  Differences on plutonium control, SIS and ASAT still
 have to be worked out.

CONTINUING RESOLUTION
     
The House and Senate will consider this week a short-term Continuing
Resolution (CR) to replace the one expiring on Wednesday, October
25.  The CR will provide funding until November 15 for all
government programs for which no FY 90 appropriation has been
enacted.  The FY 90 Defense Appropriations bill has been held up due
to the deadlock over the FY 90 Defense Authorization bill.
     
CTB HEARING RESCHEDULED FOR NOVEMBER 9
     
The Senate Foreign Relations Committee has rescheduled a hearing on
nuclear testing for November 9.  The hearing will cover the Partial
Test Ban Amendment Conference.  It is important that we mobilize
public support for this hearing.
     
Message:  If your Senator is a Member of the Foreign Relations
Committee, strongly urge him/her to attend the November 9 hearing on
nuclear testing.  See last week's Legislative Report for a list of
Members with their telephone number.
     
DOE CONCERNS
     
Health Issues:  The Senate Energy and Natural Resources Committee
has rescheduled its second hearing on the Department of Energy's
health research program for October 31.
     
Message:  If your Senator is listed, please urge him to attend the
October 31 hearing:  Kohl, Bradley, Metzenbaum, Conrad, Bumpers and
Hatfield.  Also urge him to co-sponsor S. 972, the Radiation
Research Reorganization Act, a bill sponsored by Sen. Wirth (D-CO)
which would transfer DOE's health studies program to the Department
of Health and Human Services.
     
Stello Nomination:  The SANE/FREEZE Southern Regional Office and
Ohio SANE/FREEZE have gotten excellent press coverage opposing the
Victor Stello as the DOE Assistant Secretary for Defense Programs.
     
Message:  If your Senator is a Member of the Armed Services
Committee, please consider doing a press event or an op-ed in your
local newspaper.  For more details on Stello, see Stello nomination

NICARAGUAN ELECTIONS
     
By a vote of 64-35 last week the Senate approved an additional $9
million for the February 25, 1990 elections in Nicaragua.  The House
approved the measure the previous week.  As expected President Bush
signed the bill.
