DRAFT TEXTS RELATING TO WOMEN AND ECONOMIC RIGHTS CHARTER

     Debate Continues on Economic and Social Council Report

     The General Assembly would request the Secretary-General to give
     wide distribution to the 1989 World Survey on the Role of Women
     in Development, and urge Governments to take the Survey's
     recommendations into account in designing national policies,
     according to a draft resolution introduced this morning by
     Malaysia, on behalf of the "Group of 77" developing countries,
     in the Second Committee (Economic and Financial).

     Also this morning, Finland introduced a 12-Power draft by which
     the Assembly would call upon all States to implement the Charter
     of Economic Rights and Duties of States, in order to contribute
     to the effective restructuring of the international economic
     system and the revitalization of the developing countries'
     growth.

     In other activity this morning, the Committee continued its
     debate on the report of the Economic and Social Council, hearing
     statements by France (speaking on behalf of the 12 member States
     of the European Community), China, Yugoslavia, the German
     Democratic Republic, Benin, Byelorussia, Sweden (speaking on
     behalf of the five Nordic countries), Czechoslovakia, the United
     States, Tunisia, Mongolia and Indonesia.

     In addition, the Committee was addressed by Fran Wilde, the
     Associate Minister of External Relations and Trade of New
     Zealand, who spoke, on behalf of Australia as well, on the
     effective integration of women in development.

     Ahmed Ghezal (Tunisia), the Committee Chairman, expressed
     sympathy to the Governments and peoples of the United States and
     China for the loss of life and property caused by recent
     earthquakes in those countries.

     When the Committee meets again at 3 p.m. today, it will conclude
     its discussion of the report of the Economic and Social
     Council.

     Committee Work Programme

     The Second Committee (Economic and Financial) this morning is
     scheduled to hear the introduction of two draft resolutions.
     The first one, on the Charter of Economic Rights and Duties of
     States, is sponsored by Malaysia, on behalf of the "Group of 77"
     developing countries.  The second, on the integration of women
     in development, is sponsored by Canada, Costa Rica, Denmark,
     Ecuador, Finland, Iceland, Indonesia, the Netherlands, New
     Zealand, Norway, Sweden and Uganda.

     The Committee is also scheduled to continue its discussion of the
     report of the Economic and Social Council (for background
     information, see Press Release GA/EF/2389 of 16 October), and to
     hear a statement on the integration of women in development, to
     be given by the Minister for Disarmament and Arms Control and
     Assistant Minister of External Relations and Trade of New
     Zealand.

     Draft Resolutions

     According to the draft resolution on the Charter of Economic
     Rights and Duties of States (document A/C.2/44/L.9), the General
     Assembly would call upon all States to implement that Charter
     fully, which would contribute to the effective restructuring of
     the international economic system and to reactivation of the
     economic growth of the developing countries.  The Assembly would
     also reaffirm the right of every country to adopt without
     external interference the economic and social system it deemed
     most appropriate for its own development.  The Secretary-General
     would be requested to submit to the Assembly at its forty-ninth
     session a report on the progress achieved in compliance with the
     Charter of Economic Rights.

     Under the draft on the integration of women in development
     (document A/C.2/44/L.10), the General Assembly would request the
     Secretary-General to give wide distribution to the 1989 World
     Survey on the Role of Women in Development, and to submit the
     next regular update of the Survey to the Assembly at its
     forty-ninth session, through the Economic and Social Council.
     The Assembly would also urge Governments to take into account the
     recommendations contained in the Survey in designing national
     policies for development, adjustment and economic reform.  The
     Assembly would call upon the organizations of the United Nations
     system to assist national Governments in monitoring the
     implementation of the Nairobi Forward-looking Strategies for the
     Advancement of Women.

     In addition, the General Assembly would request the
     Director-General for Development and International Economic
     Co-operation to include in his 1991 report on operational
     activities a separate chapter on United Nations efforts in
     integrating women in development, with particular attention to
     literacy, education, health, population, environment, employment
     and participation in decision-making.
