tweaked:
  include/{csh/preamble,make/definitions}
  maintenance/xh-distfile
  maintenance/xh-rmand_cf
  maintenance/xh-make-links
  servers/xh-rdistfile

changed a few definitions to.

xh-merge-lists now used for Targets files, and default-packages files.

some testing remains.
