The reason that the file ownership and protection defaults were changed in VMS V4 is because of overwhelming requests by the VAX SIG to the developers to do this through the SIG's SIR (System Improvement Request) system and much whining at DECUS symposiums. Of course, you can't please everybody and there's no telling how many different interpretations there are of the SIR. In any case, the behaviour of the system in this regard is very clearly spelled out in the manual references that were cited earlier.
