[news.announce.newgroups] Charter of news.announce.newgroups

  The original charter of this group was that only calls for discussion,
calls for votes, and results of votes would be posted here. There was
never anything that said annoncements of groups created outside the
voting process would be posted here. Eliot Lear has made an official
request to have this changed. A couple of other people have also
suggested that such announcements in this group might be a useful
service. So, consider this a semi-formal call for "votes"; do you want
to see announcements of groups created in non-mainstream heirarchies
posted in this group? Bear in mind that this is an all-or-nothing
option here; either I am going to limit it to mainstream groups falling
under the newsgroup creation guidelines, or I'm going to open it up to
all alternate heirarchies. This means not only things like alt, gnu,
and unix-pc, but also even subscriber-service networks such as
ClariNet.  In other words, anything that is passed around using the
netnews transfer mechanism. I don't want to get in the business of
judging some heirarchies as "worthy" and others as "not worthy".
 
   Send your opinion to me. This is not a formal vote like in the guidelines;
when the responses die down I'll make a decision and let everyone know.
