It is most likely the case that your site does not carry the pubnet
alternate hierarchy; typically only public access sites do.
If you were perhaps looking for the posting on public access Unix
sites then you can find it posted semi-regularly (I think it is being
done monthly now) in the comp.misc newsgroup.
I was originally going to post a fairly lengthy article here on the
alternate hierarchies but I decided to save both myself and the
readers here the effort. The best place to start is the Alternate
Newsgroup Hierachies posted roughly every six weeks to
news.announce.newusers.
