Is this GMT time? What does +0200 mean?

This is legitimate.  `14:43:01' is in UT (GMT); `+0200' is the time
zone, expressed as hours of distance from Greenwich.  EST would be
either `+0500' or `-0500', whichever one is in the right direction.
Sorry, I don't remember whether `+' is East or West of Greenwich.

'-' is west of Greenwich.  The time in California is 3 hours earlier (hence
'-') than the time in Boston, so time gets earlier when you go west.  Besides,
the Netherlands is east of Greenwich, so it's a good guess that '+' means
east.
