It means that the program which generated the article is not conforming to the standard message exchange protocol (RFC i-forget-the-number-but- I'm-sure-a-dozen-people-will-tell-us:-). It indicates that the article is the second follow-up to the original; a reply to that reply might have the subject "Re^3:..." and so on. When "nn" (which has been much discussed here of late) was first released this summer, it was configured to do this to followup articles by default. After the author was beaten about the ears and neck, he distributed a patch to turn off this "feature."
