How does one go about creating a newsgroup? I know this has been asked a multitude of times before, but I never paid close attention to the actual steps. I know there is a call for discussion, a call for votes, and other stuff. I've scanned this group, and others, and see the process, but can't find the official steps. The questions I have are: what steps do I need to take, in what order? Where do I post the things I need to post? I can't find the Emily Post Guide anywhere, or I'd probably be able to figure this out myself (if it's in there). Could someone who knows the *proper* steps please send me mail? My mailing list is overflowing, and we're losing people due to the volume...
