In The August 1989 "The C Users Journal", Victor Volkman says:

	"... Bison is part of the GNU project and is subject to
special licensing considerations.  Since Bison is public domain ..."

	"The special four-page licensing agreement promotes the object
of the GNU project: "the right to share software ... as a means of
changing society".  The basic limitation is that programs developed
with Bison must be distributed free of charge.  However, you are still
allowed to charge for "the physical act of transferring a copy".

Hey Victor!  Make up your mind!
