[gnu.misc.discuss] Suggestions for management of gnu.misc.discuss

1) There ought to be a mailbox so things like this can be sent to it,
and handled in due time by an official FSF person, rather than posted.

2) There should be a largely repetitive monthly posting,

a) Summarizing the charter

b) Reminding us all (briefly) to behave.  It would be a good
opportunity to (gently and without naming names) point out recent
postings not considered appropriate.

c) Answering the questions most raised, authoritatively, even the dumb
ones.  Especially the dumb ones.  Example: Can I take code compiled by
Gcc and make it proprietary?  Answer(?): Yes, but only if it is not
linked with any of the GNU libraries.

d) Giving the references for the materials on the copyleft, in an
attempt to forstall dumb questions.
