[fa.info-vax] hexifying files for kermit transfers

Since it was mentioned that one machice was a 750 with VMS4.1 and the other
a uVAX II with VMS4.0 they both run VMS kermit.  The available file types for
transfers are ASCII, Binary, & Fixed.  ASCII is the most common.  Binary is 
best used for non-ASCII file interchange with micros.  Fixed can be used for
VMS to VMS transfers of any kind of file. (We've transfer EXEs with no problem)
I'd try transfering the file as fixed since you wouldn't have to hexify & de-
hexify and the file size would be one half.

Note: Since kermit defaults to ASCII file transfer you must explicitly set the
      the file type on BOTH ends to FIXED.
