I have found that inserting the two lines
From:	dummy
Subj:	dummy
before the initial <FF> at the start of the file solves the problem.

I am curious about this, since I am sure that under previous versions of VMS
I always got the standard VMS mail headers before the message itself, which
meant that NEWS didn't get mixed up. Has anyone else noticed a difference
in this area. We are running VMS v5.0-2. Incidentally, we did try 
EXTRACT/NOHEADER but found as everyone has said, that NEWS doesn't like that.

Here's the initial text of the message which goes up OK (it has the two
dummy lines preceding it):
