I seem to have found a problem with NEWS 5.9B in the area of displaying
news item text. I was reading a very long message and used 'down 9999' to
get to the bottom of the screen. I then used 'up 9999' to go back to the top
of the file (or so I thought). This is the display I received.

<Top of Display>
Everytime I pressed the up cursor key and I consistently got a
'Top of Display' message. Anyone else seen this or have any fixes? Also
notice that the first line in the display is correct but the second line is
repeated over and over.
