Is it possible for you to enter your own message ID (rather that have NEWS
generate one for you automatically)?
The reason for wanting to do this is to use NEWS to distributed data which has
its own unique 'accession number': there would be a small advantage to having
the accession number the same as the Message ID, but to do this you have to be
able to set it yourself.
