[news.software.anu-news] Help with NEWS 5.9 and restricted newsgroups

I am running NEWS version 5.9 under VMS 5.2.  I am having a problem
with restricted newsgroups and setting up membership lists.  I created
a newsgroup as follows:
     
     CREATE NEWSGROUP 0.OURSITE.GROUP1/LOCAL/RESTRICT
     
Then added a member to the newsgroup with the following command:
     
     ADD MEMBER USER1/PRIV=NOWRITE
     
When USER1 executes NEWS, the created newsgroup (GROUP1) does not
appear in the list of newsgroups.
     
Checking the protection on the directory structures, I find the
following:
     
     NEWS_DEVICE:[0]                    (RWE,RWE,RE,E)
     NEWS_DEVICE:[0.OURSITE]            (RWE,RWE,RE,E)
     NEWS_DEVICE:[0.OURSITE.GROUP1]     (RWE,RWE,RE,E)
     
But the items and membership list file ACCESS.NEWS in GROUP1 have
the protection: (RWED,RWED,,).
     
Can anybody tell me what I'm doing wrong?
