Can't you use the Star Wars Defense against ground launched SWD eating
devices?  All those missiles-shooting-rocks and so forth have to come up out
of the atmosphere.  If you knew what they were, you could shoot them down at
the time they were launched, before they became a threat.  In a time of
crisis you could simply announce that no new orbital or near-orbital objects
would be tolerated by your defense system.
This doesn't prevent the piggybacking of defensive weapons on more
conventional satilites, but it reduces the effectiveness of ground-based SWD
destroying weapons.

This might improve the viability of the SWD with respect to its ability to
survive countermeasures.  Now if we can only make it 100% effective...
