[comp.protocols.iso.dev-environ] Query for MS-DOS ISO Tools

After talking to a string of people, I was finally referred to 
ISODE@NIC.DDN.MIL as a place that I could find information about 
ISO tools for the MS-DOS environment.  I hope I have hit gold.  
 
I am a software developer whose task it is to convert data from one
standard format to another standard which conforms to Abstract Syntax
Notation 1 (ASN.1) and then display the converted data in some sort
of human readable form.  So  I guess I am at least looking for some
ASN.1 encoding and decoding routines.  It would be ideal if the routines
were written in C for the MS-DOS environment or at least an easy port
from another operating system.
