[net.lan] 4.2BSD RFNM counting

We are connected to DDN via an ACC LH/DH interface to an IMP
and are running into the problem of dropped RFNM packets,
giving rise to "out of buffer space" messages. I would greatly
appreciate receiving the patches to turn off RFNM counting,
if anyone has them.
