 OFM comments on my deuterocanonical references:

Matthew 5:33:  Again you have heard that it was said to your 
               ancestors, 'Do not take a false oath, but make good to 
               the Lord all that you vow.'  But I say to you, do not 
               swear at all...."

Matthew 21:16  Jesus said to them, "Yes; and have you never read the
               text, 'Out of the mouths of infants and nurslings you
               have brought forth praise'?"

 Oh, I concur.  For Mt 21:16, Psalm 8:3[2] is indeed the more likely 
source.  For many of these quotations, there are many other 
possibilities from other parts of the Old Testament; in fact, only a 
few are uncontestably deuterocanonical.  Some allusions to the OT, as 
most people know, can't be found anywhere (at least directly).  Some 
authors have postulated allusions to the Pseudepigrapha.  At any rate, 
for Mt 5:33, I would also suggest 

Lv 19:12 "You shall not swear falsely by my name, thus profaning the 
          name of your God.  I am the Lord");

Dt 23:22 "When you make a vow to the LORD, your God, you shall not 
         delay in fulfilling it; otherwise you will be held guilty, 
         for the LORD, your God, is strict in requiring it of you.

Isaiah 66:1 "Thus says the Lord:  The heavens are my throne, the earth 
            is my footstool.

My notes at James 5:12 also references Exodus 22:10, saying, "these 
words were substitutes for the original form of an oath, to circumvent 
its binding force and to avoid pronouncing the holy name of God."

 OFM also comments:

Acts of the  3:25  You are the children of the prophets and of the
 Apostles          covenant that God made with your ancestors when
                   he said to Abraham, "In your offspring all the 
                   families of the earth shall be blessed."

Other possibilities:  Gn 12:3, Gn 18:18, Gn 22:18 (we agree).

Acts 10:34         Then Peter proceeded to speak and said, "In truth,
                   I see that God shows no partiality.  Rather, in 
                   every nation whoever fears him and acts uprightly
                   is acceptable to him.

Also:  Dt 17:2 (really refers only to Israel) , 2 Chr 19:7 (also seems 
to be an exclusive reference), Jb 34:19 (perhaps; Elihu is speaking), 
Dt 10:17 (most likely, we're in agreement here), Isaiah 56:6-7 (like 
many of my other citations, not direct, but the right flavor), Ml 1:10-11 
(also the right flavor).

 I hope I haven't given anyone the impression that the 
deuterocanonicals are the only possible sources for the quotations 
given....
