Does the AIDS program do what it purports to do? Is that something that the recipients were interested in having done? Was it worth $.50 a day? It is necessary to understand the answers to these questions in order to know whether we are dealing with: 1) Attempted extortion; 2) A very expensive, obscurely motivated, and otherwise gratuitous attack; 3) Or, a peculiarly inept attempt to market a program.
