When are those silly government people going to realize that no matter how may rules they make up, people will still refuse to save their own lives???? I agree, everyone should wear seatbelts, and there used to be a device which would not allow your car to start unless your seatbelt was buckled. They were subsequently thrown away by overwhelming consumer rejection. I liked that device, and wish that people would learn to use their seatbelts, but you can't force someone to behave safely. I agree with the de-regulation of the auto industry within limits, as some of the regulations are silly, like the almost recall of Cadillacs with digital speedos for not specifying MPH under the digits!!!
