I would like to be prompted for the Cc list BEFORE editing the letter. I
tend to like the To: Cc: and Subject: together at the top. Is this possible?
And if not could mush be modified to do so?

Prompting for Cc: at the end is for UCB mail backwards-compatibility and is not likely to be "officially" changed. The idea is that if you know you want to send the message to fred@bedrock.com, you put him on the To: line, and the Cc: at the end is for people you don't think of until the last minute. Try setting edit_hdrs and autoedit.
