It is not commonly known, but they are in New Jersey in "areas
likely to receive significant snow accumulation", until April 1
of each year.
What I'd like to know is,
(1) Who determines that an area is "likely to receive..."
I mean, North NJ and South NJ really aren't that all far
apart!
(2) What happens to you if you drive from a "likely" area to an
"unlikely" area and just happen to forget to stop and change
your tires?

After living in Connecticut for 19 years, and having studded snow tires on my Opel last year, I belive they are permitted ONLY from Nov. 1 - April 1. If memory serves me correctly, this was why I had no snow tires on my car during the April blizzard of 1982.
