What I'd like to know is, (1) Who determines that an area is "likely to receive..." I mean, North NJ and South NJ really aren't that all far apart! After living in Connecticut for 19 years, and having studded snow tires on my Opel last year, I belive they are permitted ONLY from Nov. 1 - April 1. If memory serves me correctly, this was why I had no snow tires on my car during the April blizzard of 1982.
