This is very easily tested.  I wrote a paper about this: Usenix
Supercomputer Workshop Sept. 1988.  Basically, very few machines (compiler)
do this.  No one tests to make certain they do it.  So it tends to
be a lot of hot air.  It seems to get lots of lip service.  I won't
name the compilers which claim to do it but don't.
