I tend to believe that the composition of the legislature (mostly LAWYERS) has a lot to do with this. Beside the point. I would prefer to own several different vehicles (clunker for general driving, sports car for fun and nice days, pickup for occasional use . . .) but the insurance prices are just prohibitive. I get a very minimal discount on liability coverage for cars beyond the first, primary-use car. Now this seems stupid to me. I am single, live alone, and very seldom lend my cars for someone else to use. Wouldn't it make sense for me to carry liability for myself, as a driver, no matter what car I drive? Collision coverage could still be on a per-car basis (but then most of my cars haven't been worth that coverage). Am I missing some basic problem here?
