[comp.sys.isis] autorestart dosen't

my isis system (Sun3/50's /60's running SUNOS4.0.3 and ISIS V1.2) will not do
the autorestart feature correctly.  here is what happens: when the protos 
process dies i see the normal "failure detected" messages.  then i get a 
message that says something like "sleeping 5 mins. before attempting restart".
however, a new protos process is forked immediately after the "sleeping 5 min"
message appears.  things then just hang until the 5 mins are up, and then
i get a message:

dakine (8/128): -- panic --
site-restart sequence failure

at which point things are Really Dead, and i can restart isis by hand. i
initially thought that this must be some sort of configuration error, but
i have tried all kinds of different -d -R and -S combinations, and even
tried dumping everything into /usr/spool/isis and running from there with
the same results.  anyone seen anything like this, or have an idea of 
something else i could try?
