[net.auto] California Highway Patrol and radar

I just recently moved back to Illinios from California.  What I
don't understand is why the CHP wants everyone to have a radar
detector.  The CHP does not use radar.  Local police use it, but I
am pretty sure the state doesn't.  From what I understand, the state
does not want to make the capital investment.  They monitor speed
from the air, and also make estimates of your speed.  As long as you
are going no faster than everyone else, you are all right.
