I disagree.  In the United States, the Declaration of Independence
and the Bill of Rights say that rights begin with individuals and some
are granted or yielded to society or government for the common good.

The Declaration of Independence:
	"We hold these truths to be self-evident, that all men ... are
	endowed by their Creator with certain unalienable Rights...
	That to secure these rights, Governments are instituted among 
	Men, deriving their just powers from the consent of the governed"

Bill of Rights, Article IX

	"The enumeration in the Constitution of certain rights, shall
	not be construed to deny or disparage others retained by the
	people."

Article X

	"The powers not delegated to the United States by the
	Constitution, nor prohibited by it to the States, are reserved
	to the States respectively, or to the people."
