I thought about hoses, but didn't see any (however it was dark), and
also about different frequency radar, which was what scared me, because I
thought possibly the police radar also used these same indetectable frequencies,
however I guess the FCC wouldn't allow the police to go around using any
frequencies they wanted for radar....

First a story, and then I'll get to my point:
One Independence day, I went to visit my brother in Chicago. We stood on the
roof of his apartment building, and listened to the almost constant crackle
of fireworks all over the neighborhood. I soon realized if I said, at some
*random* time, "Here comes a BIG one!", within a reasonable amount of time a
BIG one would go off somewhere nearby.
Could a billboard be set up to detect the presence of on-coming cars, and tell
every Nth one "You're going too fast" with a reasonable chance of being right?
