Just by chance, I ran across the answer and thought I'd post it in case the poster still needs to know: According to an article in Mechanix Illustrated (8/82), auxiliary driving lights are illegal in New Jersey, Pennsylvania, and Minnesota.

#R:inmet:2700046:ccvaxa:4900026:000:372 ccvaxa!rmiller Feb 7 16:57:00 1984 there is a similar "maximum number of lights" law in Illinois, i believe at 4 (maybe 6) lights directed forward on the car. there is also a maximum mounting height (something like 60 inches)! i am not real sure of the exact reading of either of these, but i know they exist due to a discussion a few months ago with an assistant district attorney. uiucdcs!ccvaxa!rmiller
