The aircraft sold to Libya are Su-24 Fencers. 15 (reportedly) were sold.
The Fencer HAS the ability to reach Israel without air refueling, albeit
carrying only 3 tonnes of armament. With air refueling, 7 tonnes may be
carried.
American sources have compared the Fencer with F-111 in attack capability
in bad weather/low visibility conditions.
Libyan air force does have KC types, but its pilots are not very good (grin)
