In our neck of the woods in Wisconsin, we are starting to see articles
in our local press that Fort McCoy is in competition for something called
the Joint Readiness Training Center (JRTC).  Apparently, Fort McCoy has
been listed among four finalists in the U.S. for the JRTC site.

Their press release says that about 35,000 troops would be trained at the
center on a rotating basis.  The training center would provide exercises
on light infantry, air assault, airborne, Ranger, special operations forces,
Air Force military airlift and Air Force tactical air training.

This JRTC is somehow tied in with an Air Combat Maneuvering Instrumentation
(ACMI) system being installed by the Air Force at nearby Volk Field which
is run by the Wisconsin Air National Guard.  A network of 19 antenna towers
is being planned to cover the 40 by 100 mile air space allocated by the FAA
to Volk Field.  They speak of it becoming the "Top Gun" fighter school of
the Midwest.  There is also talk of air mobile operations (I assume joint
Air Force and Army maneuvers) and something called "maneuvering boxes."

I would like to learn more about both the JRTC and the ACMI system.  How is
the competition for the JRTC progressing?  Who are the other competitors?
Which agency and/or governmental committee will make the decision and where
are they located?  How will the JRTC and ACMI be funded?
