The data on the new (well, not so new) ammo is as follows:

  Calibre : 5.45 (obviously)
  Bullet weight: 53 grain
  Bullet length: 25mm
  Round length: 56.5mm
  Case: steel
Muzzle speed: 870m/sec (fps are not used by the enlightened)
Max distance to peirce a metal helmet: 400m

The bullet is very unstable in flight because of a small air pocket in the
tip of the bullet. The instability (tumble) decreases effective penetration
range. The shape of the bullet, its low muzzle velocity and its low weight
result in effective battlefield range of 300-350m.

However, up to the maximum effective range of (say) 400m the bullet is said
to be very effective.
