[sci.military] How are Soviet nuclear missiles targeted?

      It's been suggested in some writings about Soviet naval strategy that
the Soviets have the command and control links in place to target naval
targets (most likely a carrier battlegroup) with land-based ICBMs, based
on naval or satellite reconnisance.  Is there any hard information available
to indicate that they either have or lack such a capability?  Have they
ever done exercises to test this capability, for example?
