The French withdrawal from occupied Germany is completed.

The U.S. Congress is dominated by the issue of arms sales; 
a bill has been introduced to modify the Neutrality Act to allow 
the sale of armaments to belligerent nations.  Such sale would be
on a "Cash and Carry" basis; Cash payment up front, and merchandise
to be Carried away by the buyers' ships.  Debate is heated on
both sides of the issue
