63,000 German ethnics in the Latvia and Estonia are to be "repatriated"
to the Reich, between 14 October and 21 November. 

As Soviet-Lithuanian talks proceed, the Soviet Union invites Finland
to send a delegation to Moscow to discuss revisions in the Russo-Finnish
border.

An unidentified foreign submarine is spotted 15 miles off the coast
of Miami, Florida, the third sub sighting in US waters so far.
