The USSR and Lithuania conclude a mutual assistance pact, similar
to previous agreements signed with Estonia and Latvia. Lithuania
gains the area around Vilna, in the Soviet zone of Poland.

The Soviets begin massing troops near Finland; as many as 700,000
are reported.

Finland begins voluntary evacuation of Helsinki, and blackouts are
ordered. Reservists are called up, as well.

Sweden, alarmed by the Soviet-Finnish activity, begins construction
of bomb shelters and strengthening of her army.

imperialist states, had constructed huge fortifications, thus
creating a military spring-board for an attack on the USSR."
