Finland introduces Compulsory National Service for her civilian
populace.

The recently-completed US destroyers of the Sims class have been
found to have insufficient stability.  The discovery results in a
major overhaul of the various Navy shipbuilding bureaus, and requires the
replacement of wing torpedo tubes on the DD's with centerline mounts.

Germany will be able to trade aircraft losses for British warships
sinkings, according to the Italian aviation newspaper Vie Dell'Aria. 
Claiming a monthly production of 1000 aircraft, the press reports
that 200 aircraft could be lost for each warship sunk, leaving the
Royal Navy unable to maintain its strength.
