Don't laugh.  Why do you think the Navy got so heavily into airships in
the 1920s and 30s?  Well, yes, they were militarily useful and so forth.
However, they also were a way of maintaining a very conspicuous presence,
with big "NAVY" markings, far inland where most taxpayers had never seen
a warship.
