The failure of Russian-Turkish relations is capped by today's
signing in Angora of a 15-year French-British-Turkish treaty.
Turkey agrees to support Britain and France in the event of
hostilities in the Mediterranean or should their guarantees
to Greece and Rumania result in war in the Balkans, so long as that
does not force a Turkish war with Russia.  In return, Turkey receives
Franco-British guarantees should she be attacked.

The Four-Powers Conference in Stockholm ends with a recommendation
that Finland compromise with the Soviet Union and agree to the
proposed territorial exchange.

President Roosevelt, under the provisions of the Neutrality Act, forbids
the entry of belligerent submarines within the 3-mile territorial
limit of the United States.
