The Indian Congress Party votes not to support the British war
effort, instead condemning British "imperialism."

Soviet Press denounces the recent Anglo-French-Turkish treaty as
a failed attempt to draw Russia into a war with Germany.

The New York Times features stills from last year's film, "Torpedoed!"
The "starring role" in the movie had been played by HMS Royal Oak,
which was "sunk" by special effects in a hypothetical torpedo attack.

During the month of October, German intelligence has deciphered
the French military codes, and detected a weak seam near Sedan.
The operational plan for the attack on France, completed on 19 October,
is revised to take advantage of this area.
