From: Michael_Edelman%Wayne-MTS@um.cc.umich.edu While the substitution of powder caused the original M-16 failures, the fix was not changing powder but rather changing the buffer that regulated cyclic rate of the gun. This lowered the rate back to something like 600 RPM (rough guess). As for powder fouling problems, I think the gas port timing may have been changed, but I'm only guessing here.
