German raiders and U-boats are authorized to attack passenger ships
in Allied convoys.

Norway and Denmark regretfully announce that, due to the international
climate, they will be unable to participate in the 1940 World's Fair.
Finland, on the other hand, still intends to return next year.  The
International Olympic Committee announces that then 1940 Olympics
will be held in Detroit, should Finland relinquish her right to
hold the games.

The whereabouts of the City of Flint are unknown.  Soviet authorities
verify that she left Murmansk two days ago, but US diplomats are 
indignant over the vagueness of Soviet communications.

Berlin claims over 500,000 tons of British merchant shipping sunk,
while London puts the figure at about 210,000 tons.
