The German prize crew fails in their attempt to sneak the City of Flint
through the British blockade.  The ship makes a stop in the Norwegian port
of Haugensund without permission, and authorities there intern the German
crew and return the ship to the American crew, still on board.

Germany is negotiating with Bulgaria, offering a favorable trade agreement
in an effort to forestall a neutral bloc of Balkan nations being organized
by Turkey and Italy.

US Pacific Ambassador Grew warns the Japanese Foreign Minister that if
problems persist in China, the US will take economic action against Japan.

The Soviet-Finnish negotiations are clearly breaking down, as public
statements on both sides become more adamant.
