USSR officials warn Britain that that nation's anti-Soviet attacks, including support for Finland, must cease if Anglo-Soviet relations are to be preserved. Germany warns that British attempts to create bases of operation in Scandinavia will not be tolerated. The USA vigorously protests one aspect of Britain's import blockade of Germany; censorship of mail. Citing the Hague Convention, US officials claim that mail, even to belligerents, is inviolable on the high seas.
