In Britain, there is widespread clamor following the retirement of
Hore-Belisha as Secretary of War.  The dismissed minister was popular for,
among other things, his reforms of the army and liberal policies for
promotion from the ranks.  It is anticipated that further shakeups of
the cabinet will follow.   It appears that Parliament will demand an
explanation from Prime Minister Chamberlain.

An air battle is fought over Utti, Finland, northeast of Helsinki.
2 Finnish-piloted Fokkers down 7 Ilyushin bombers.  

King Carol of Rumania voices a stern warning to the USSR and Hungary
that Rumania is determined to defend her borders against aggression.
Holland makes a similar statement.
