Thick ice enables the Soviets to attack across Viipuri Bay. Viipuri remains in Finnish hands, but is practically surrounded. Italy issues a strong protest to the British coal blockade, and puts colliers to sea in defiance of the Royal Navy. Rome suggests that it might be forced to renounce her 1938 treaty with Britain. Italy's Colonial Office reports a massing of British troops on the Kenyan border of Italian- occupied Ethiopia.
