[sci.military] Chaparral missiles for the navy?

Taiwan's navy installed the Sea Chaparral missiles
on some of its Fletcher class destroyers for years.
If my memory serves me right, Taiwan's navy could
be the only fleet in the world equipped with such
army weapon designed for low/very low altitude air 
defense purpose. Can someone highlight me the military 
significance of such modification? Was it a brilliant
idea at all or just another stupid useless experiment?

PS: The Charparral has the maximum slant range of about 4 km.
