This move had been planned earlier but was delayed for organizational reasons. Tokyo decides to tighten its blockade on China, concentrating especially on routes from Indo-China. Japanese officials also opt for a more aggressive stance toward the now urgently-needed East Indies resources. Top Rumanian leaders meet with Adolf Hitler at Berchtesgaden, while in Port Said, British officials seize three Rumanian vessels, including two tankers.
